Wenn sie also nicht entweder 1 oder 5 (3+2 nach 14) Jahre in den USA gelebt hat, kann sie nicht einfach so zum Konsulat marschieren und den passport fuer die Tochter beantragen

In anderen Worten, wenn die Anforderungen erfuellt sind, dann musst Du zum Konsulat, einen report of birth abroad machen und einen US Pass fuer sie beantragen, und dann braucht Deine Tochter keine weiteren Papiere zum Einreisen.

direkten Weitergeben des US citizenship nicht erfuellst, dann gibt es durchaus noch andere Moeglichkeiten, kannst ja mal in diesen thread schauen (und dort Deine Fragen stellen), da wird das schon laenger diskutiert
