I keep a phone no. in Germany through sipgate. Like other VoIP-based services, no charge for sipgate-sipgate (and partners). Beats skype or vonage for what i'm looking for:
No monthly charge. Pre-pay for regular local and long distance rates. They use standard proptocols (SIP, RTP) and do not push proprietary equipment or software. I pay less than 2cent/min calling a landline in Germany. Callers pay local or long distance.
