And I am curious to know what it looks about health insurance if the American person cannot work while the application process and while searching for a job? Is there any national health plan for such person?

I do know, that the Allianz has a plan for non-citizens being in Germany... But I don't know about the exact conditions... The "problem" in those cases is ususally wether you have your "center of living" in the country or not.
My girl had an american insurance though when she was in Germany with me over the summer! It's was cheaper and had similar conditions and you can apply for it over the internet.

you have to buy what they call "private coverage" in Germany, which is not cheap. Actually proof of health insurance coverage is one of the conditions to get a residency permit.

A friend of mine just did that, she went to Germany and is looking for a job there, she pays 600 Euros per month on the private health plan.

If the German spouse has the job, then the American spouse can get health coverage with residence?

yes, if the German spouse is covered under the compulsory national plan ("gesetzliche Krankenversicherung"), then the non-working spouse would be covered for free.

If the German spouse herself is covered under a "private plan", though, the other spouse would have to pay for coverage. This happens when the German spouse is self employed or if she is employed in government service, In the latter case part of the spouse's coverage would be sponsored by the employer.
