Da immer wieder diese Frage auftaucht, moechte ich moechte hier mal fuer Interessierte beschreiben, was erforderlich ist, um Law Enforcement Officer in Florida zu werden.

Erst einmal zu den grundsaetzlichen Voraussetzungen, die fuer alle Law Enforcement Einrichtungen in Florida gelten, da diese vom FDLE (Florida Department of Law Enforcement) erstellt worden sind.

• Mindestalter 19 Jahre
• US-Citizen
• Highschool Abschluss oder gleichwertig
• Keine Verurteilung wegen einer Straftat (Felony) oder eines Vergehens (Misdemeanor) wegen Falsch-Aussage, egal ob unter Eid oder nicht.
• Keine sonstigen Straftaten (Felony)
• keine unehrenhafte Entlassung aus der Armee
• Es muessen die Fingerabdruecke abgegeben werden fuer den Background check
• Einen guten moralischen Charakter
• Eine aerztliche Untersuchung mit EKG
• Sportliche Leistungsfaehigkeit
• Besuch eines zugelassenen Lehrgangs
• Bestehen der staatlichen Pruefung

Wie ist nun die Vorgehensweise.

Wenn man nun interessiert ist sucht man sich eine Academy, die dieses Fach ausbildet.

Die muss man sich selber suchen, man wird dabei nicht unterstuetzt. Die Kosten fuer diesen Lehrgang muss man auch selber tragen. Sie betragen durchschnittlich, fuer Leute die laenger als 1 Jahr in dem County der Akademie wohnen, ca. $2.500-$3,000. Dazu kommen noch die Kosten fuer die aerztliche Untersuchung und die Uniformen fuer die Academy. Also Gesamtkosten so ca. $3,000-$4,000. Wenn man aber noch nicht laenger als 1 Jahr in dem County lebt koennen sich die Kosten verdreifachen.

Man erhalt dann erst einmal jede Menge Formulare, die man ausfuellen muss. Diese werden auch beeidigt. Dann erhaelt man einen Termin fuer den so genannten FBAT Test, das ist der Florida Basic Abilities Test. Dieser muss bestanden werden bevor man ueberhaupt angenommen wird.

Der Test ist sehr schwer, besteht viel aus Leen und logischem Denken.
Wenn man ihn besteht kann man sich dann anmelden. Der Kurs dauert durchschnittlich etwa 10 Monate. Der Kurs ist nicht zu unterschaetzen. Es ist wie im Militaer. Sind Schuhe nicht geputzt, macht man Liegestuetze, kommt man zu spaet, sind es doppelt so viele. Bei mir waren es mal wegen nicht korrekt gebuegelter Uniform 500 push up's.

Dann sind es noch die Tests, die geschrieben werden. Faellt man bei einem durch, kann man auf besonderen Antrag mit einer guten Erklaerung einmal wiederholen. Faellt man ein zweites mal durch, ist man raus aus der Academy. Das soll keine Angst machen sondern nur auf die Ernsthaftigkeit hinweisen, mit dem das ganze betrieben wird.

Auf der Academy wird auch fast taeglich mindestens 1 Stunde Leistungssport betrieben und auch bewertet. Hier mal ein Beispiel Trainingsplan.

An mindestens 10 Wochenenden findet zusaetzlich Ausbildung auf dem Driving Range und danach auch auf dem Shooting Range statt.

Wenn man es dann endlich geschafft hat muss man die Staatliche Pruefung beantragen. Sollte man diese nicht bestehen so darf man sie 2-mal wiederholen. Bei Nichtbestehen danach muss man die gesamte Ausbildung wiederholen.

Nun noch etwas Wichtiges. Ab dem Beginn der Academy bis zum Tag, an dem man von einer Law Enforcement Organisation eingestellt wird, duerfen nicht mehr als 4 Jahre vergehen. Ansonsten verfaellt das Ganze und man muss alles wiederholen.

Wenn man dann endlich die Staatliche Pruefung bestanden hat, darf man sich mit seinen kompletten Unterlagen bei den Polizeirevieren, dem Sheriff Office, FDOT, Wildlife oder auch andere Law Enforcement Einrichtungen in Florida bewerben. Sollte man in die naehere Auswahl kommen, so wird noch einmal ein kompletter Background check gemacht, alle Angaben werden genau ueberprueft, man muss sich einem voice stress test unterziehen (Luegendetektor) und den Fitness-Test bestehen. Es werden noch Faehigkeiten betreffend der Rechtschreibung und der Zeichensetzung geprueft, sowie auch der moralische Charakter z.B. durch einen Credit check.

Es ist ein langer Weg bis zu einem certified Law Enforcement Officer. Wenn man es aber geschafft hat ist es der schoenste Beruf der Welt.

Wie bereits vorher geschrieben muss jeder, der eine Law Enforcement Schule in Florida besuchen moechte eine sogenannten FBAT (Florida Criminal Justice Basic Abilities Test) oder auch den CJBAT vorher bestehen. Dieser Test dauert ca. 2-2.5 Stunden, je nach Test. Und je nach College muss man diesen mit 71% bzw. 80% bestehen.

Es werden in Florida 2 Versionen vom Test benutzt. Jedes College entscheidet, welche es verwenden moechte. Es ist einmal der von Miami Dade MDC North Campus - Florida Basic Abilities Test: About The Test

Beide enthalten aber in etwa die gleichen Themen, sind nur verschieden aufgebaut. Der FBAT kann online gemacht werden. Selbstverstaendlich in einem Testcenter unter Aufsicht. Der CJBAT wird auf dem Papier gemacht und angekreuzt.

Je nach Test und Testcenter kosten die Tests zwischen $35 und $60.

Falls man beim Test Durchfallen sollte, darf man ihn 30 Tage spaeter wiederholen. Noch einmal Durchfallen in 90 Tagen. Nochmaliges Durchfallen bedeuten das man ihn in dem Kalenderjahr nicht mehr wiederholen darf.

Hier nun zur Beschreibung der Inhalte des Test:

Deductive Reasoning

This is the ability to apply rules to specific problems to come up with logical answers. This ability involves applying general rules to specific problems.>

You would use this ability when applying Florida Statues or Florida Manual on Jail Standards, policies and procedures to specific situations. Example: under what conditions to make an arrest or the proper use of force, in deciding which route to take when taking into account time and geography.

Inductive Reasoning:

The ability to combine separate pieces of information, or specific answers to problems to form general rules or conclusion. It involves the ability to think of possible reason why things go together, such as giving a logical explanation for a series of events that seem unrelated.

You would use this ability when performing any type of investigation to conclude that rules or laws have been violated.

Information Ordering

The ability to correctly follow a rule or set of rules in order to arrange things or actions in a certain order. The rules must be given. The things or actions must be put in order and can include numbers, letters, words, pictures, procedures, sentences and logical operations. You would use this ability when making an arrest/issuing a warrant or transporting prisoners, conducting fire drills. It is also used in applying first aid, following a checkout procedure in operating equipment, arranging sentences in a meaningful paragraph

Memorization:

This is the ability to remember information such as words, numbers, pictures and procedures. You would use this ability to remember the important information presented in the Florida Statues, legal bulletins, shift briefings, BOLOs remembering new names, faces, codes, telephone numbers, geographic locations, documents and long lists.

Problem Sensitivity

This is the ability to tell if something is wrong or likely to go wrong. You would use this ability when patrolling or interacting with individuals where you have to judge whether or not a situation is going to deteriorate or get worse. It could involve recognizing the symptoms of a physical problem requiring first aid, the likelihood that a riot or other type of disturbance may occur. It could also involve judging the accuracy of data received.

Spatial Orientation:

Ability to tell where you are in relation to the location of some objects, or to tell where the object is in relation to you. It involves maintaining directional orientation in one’s bearings with respect to the points of a compass. The ability allows one to stay oriented in a vehicle as it changes direction and location. You would use this ability when out in the community patrolling and a call comes in that you must attend to. You must visualize where you are in relation to where you are going to be able to get there.

Written Comprehension:

Involves reading and understanding written words and sentences.
You would use this ability when reading legal bulletins, Florida Statutes, ordinances, policies and procedures.

Written Expression

Involves writing words and sentences so others will understand.
You would use this ability when it is necessary to write incident/use of force/discipline reports, memos, affidavits or narratives.

Maine No state requirement for Citizenship, about 75% will take you (including state police) with just a green card and the state police academy doesn’t require citizenship.

Minnesota State POST requirement for citizenship.

Michigan MCOLES (Post type thingy) requires Citizenship.

Mississippi State Dept of Public Safety requires citizenship

Missouri POST Requirement for Citizenship

Montana POST requirements state that Quote “Must be a US citizen, but MAY be a lawful resident alien” whatever that means.

Nebraska State law requires Citizenship.

Nevada POST requirement for Citizenship.

Ohio No state or post requirement for citizenship, Spoke to several departments who stated over the phone that they would hire Green card holders.

Oklahoma Will take you on a green card

Oregon Will take you on a green card – BUT you HAVE to attain Citizenship within 18 months else your certificate will be revoked.

Pennsylvania Citizenship required by state

Rhode Island Citizenship required but I cant find the legal basis behind the requirement.

South Carolina - Citizenship required but I cant find the legal basis behind the requirement.

South Dakota Will take you on a Green card but you must “declare intent to become a naturalized citizen as soon as eligible”

Tennessee State law requires citizenship

Texas Recently changed law means that In order to be certified by the TCLEOSE (POST) agency you have to be a US citizen. Previously there was no Citizenship requirement.

Utah - State requirement for Citizenship

Vermont no Citizenship Law - Will take Green card holders, Incl. the State Police

Virginia POST requires US Citizenship – BUT will waive the Citizenship requirement if good reason is shown and such a waiver is filed on form “DCJS Form w-1 application of waiver for minimum qualifications” Chiefs of Police and Sheriffs have the authority to approve this application for waiver – as does the POST agency.

Washington No legal requirement for citizenship, nor any POST type requirement, however I only found two small departments that will take you with a green card.

West Virginia No state requirement for citizenship, several major departments will take you on a green card (incl the state police)

Wisconsin Cannot find any information as per a state requirement for Citizenship. Most departments websites require it – however the State police DOES NOT.
